Just below the last posted window in the topic you are reading, you should see in the right hand side about in inch down.
three windows. "Fast Reply", "Add Reply" and "New Topic".
If You click on "Fast Reply", you will have to scroll down to see the fast reply window. If you click on "Add Reply" a new window will appear. Unless the topic is locked you should be able to reply in a post.
If you are already in the add post window. Just scroll down farther.
